When someone does not understand or pretend  not to understand your reasons, please, for Heaven's sake, please, don't call him a fool.

And run the risk of earning one's wrath. That one may be an individual or a body or even a Body Corporate.

In Legal Parlance, however,

 Fool refers to a person who is deficient in judgment, sense, or understanding. S/he acts unwisely on a given occasion.

(And this occasion need be or  not be interpreting Sec.3A). It also need be or need not be correctly interpreting directions with regard to calculations.)

In law, a fool is referred to as natural fool, idiot or lunatic.

 பர்த்ருஹரியின் நீதி சதகத்தில் என்ன செப்பினார்?

 प्रसह्य मणिम् उद्धरेन्मकरवक्त्रदंष्ट्रान्तरात्

समुद्रम् अपि सन्तरेत्प्रचलदूर्मिमालाकुलम् ।
भुजङ्गम् अपि कोपितं शिरसि पुष्पवद्धारयेत्
न तु प्रतिनिविष्टमू‌ऋखजनचित्तम् आराधयेथ् ॥ 1.4 ॥

ப்ரசஹ்ய மணிம் உத்தரேத் மகர வக்த்ர தம்ஷ்ட்ராந்தராத்

ஸமுத்ரமபி ஸந்தரேத் ப்ரசலதூர்மி மாலாகுலம்

புஜங்கம் அபி கோபிதம் சிரஸி புஷ்பவததாரயேத்

ந து ப்ரதிநிவிஷ்ட மூர்க்ருகஜனசித்தம் ஆராதயேத் -1-4

One can extract a gem from the crocodile's mouth.

One can swim and reach the shore across the great ocean.

One can wear even a snake as a flower on his/her head.

But none can change the mind of an idiot.

PLEASE NOTE an idiot is one who does not know he is an idiot.

One who does not know that he does not know.

ஒரு முதலையின் வாயிலிருந்து ஒரு ரத்தினத்தை எடுத்துவிடலாம்,

ஒருவன் ஸமுத்திரத்தைக் கூட நீந்திக் கடந்துவிடலாம்,

க்வசிதபி பர்யதந் சசவிஷாணம் ஆஸாதயேத்

ந து ப்ரதிநிவிஷ்ட மூர்க்கசித்தம் ஆராதயேத் -1-5

மணலைக் கடைந்து எண்ணை எடுத்துவிடலாம்,

கானல் நீரிலிருந்து குடித்து தாகத்தைத் தீர்த்து விடலாம்

காட்டில் முயல் கொம்பைக் கூடக்கண்டு எடுத்து விடலாம்,

ஆனால் ஒரு முட்டாளின் மனதை மாற்ற முடியாது 1-5

 One can curl sand and find oil

One can sip water from a mirage and quench one's thirst.

One can even find a horn on the head of a hare.

But never , one can change the mind of an idiot.

व्यालं बालमृणालतन्तुभिरसौ रोद्धुं समुज्जृम्भते
छेत्तुं वज्रमणिं शिरीषकुसुमप्रान्तेन सन्नह्यति ।
माधुर्यं मधुबिन्दुना रचयितुं क्षारामुधेरीहते
नेतुं वाञ्छन्ति यः खलान्पथि सतां सूक्तैः सुधास्यन्दिभिः ॥ 1.6 ॥

வ்யாலம் பால ம்ருணால தந்து பிரஸௌ ரோததும் ஸமுஜ்ரும்பதே

சேதும் வஜ்ரமணிம் சிரீஷ குஸுமப்ராந்தேன ஸன்னஹயதி

மாதுர்யம் மதுபிந்துனா ரசயிதும்  க்ஷாராமுதேரீஹதே

நேதும் வாஞ்சயந்தி யஹ கலான்பதி ஸதாம் ஸூக்தைஹி

In vain when you go to offer an advice to an idiot to change his mind,

Would it not simply be tying an elephant with the stem of a lotus.

Looks similar to cutting a diamond by a flower Anicham

Or changing the salty sea by mixing with  a drop of honey. 

முட்டாளுக்கு வலியப் போய் நல்ல வார்த்தை சொல்லி மாற்றிவிட முயலுவோர்

தாமரை மலர்த் தண்டுகளால் ஒரு யானையைக் கட்டிப்போட நினைப்பவரே,

சீரிஷ/அனிச்ச மலரின் காம்பை வைத்து வைரத்தைத் துளை போட நினைப்பவரே

ஒரு சொட்டுத் தேன் துளி விட்டு கடலின் உப்புத்தன்மையை நீக்க விரும்புபவரே (ஆவர்)
