Certificate for the year 2020
All
of us have been concerned as to what concessional changes LIC would
advise in their instructions for this year's Existence Certificate
falling due in August. We had anticipated the kind of issues that
would be faced by our Pensioners in these lockdown times, and had
written to the CO suggesting certain concessions. One suggestion
was to extend the returnable time limit to say Dec. Another was to
say, LIC could take a leaf out of the state of Tamil Nadu, where
they had dispensed with this requirement altogether for this
current year.
What
has however come to our Notice, is a Circular letter from ED
Personnel, to ED E&OS, suggesting some minor concessions ,
which in effect were no concessions at all. They have talked about
Pensioners going to any office of LIC and personally getting the EC
filled out and handing over. Another relates to such filled out ECs
to be sent by E-mail. Another fancy suggestion relates to fixing up
time and date over phone with the disbursing Office, and go over in
virtual terms by showing ourselves on video, and getting such
appearance recorded by the Office. All these really are mere
paper suggestions which may not be of interest to the Pensioners,
most of whom will have difficulty , one way or the other, in going
thro' these so called concessional procedures.
I
have therefore addressed a letter to the ED Personnel, asking for
some real change which can help the elderly pensioners. I am
appending the communication to ED Personnel.

have just seen copy of your communication to ED (E&OS) ,
Per/ER-A/Pension/Existence Certificate of 15-07-2020, wherein
certain minor concessions in the methods seem to be embodied in the
matter of submitting the Existence Certificate for the current
year. But there seems to be no clarity on Extension of date,
by which the EC can be sent to the Pension Disbursing Office of
LIC.
My
communication on this earlier, spoke of the difficult times and the
problems in going out to different offices/Authorities for the
Attestation. Your communication does not seem to carry any thoughts
on this. Also no suggestion is there in your message about the date
by which the E C should reach the LIC Office. I would request
you once again to have this matter examined and appropriate changes
considered, before a Circular is issued to the Pension Disbursing
Offices on this subject. Extension of date by which the EC
has to be reached to the LIC Office, is going to be a very crucial
concession, in view of the lockdown conditions prevailing in most
places. This will be very important for the Pensioners at
their present age and health.
