Dear
Friends,
We
trust all of you are safe staying at home. It has been more than a
month since we had any communication with you. We have
certain things to be conveyed to you.
Existence
certificate of pensioners due in Aug 2020
All
of us know that submission of our Existence Certificate is
due on 1st August.
Having anticipated
the kind of issues that would be faced by our Pensioners in these
lockdown times, our Federation had written to the CO
suggesting certain concessions. One suggestion was to extend the
returnable time limit to say December 2020. Another was to say, LIC
could take a clue out of the state of Tamil Nadu, where they had
dispensed with this requirement altogether for this current year.
However,
the Central Office by their circular dt. 15-07-2020, they have
given some concessions which in effect is no concession at all, as
the suggestion given involves physically going out to get the
attestation, which in this Covid 19 restrictions is difficult.
There is no mention about the last date for such submission. Our
Federation GS had written to the ED (P) about this and we are
waiting for the outcome.
Representing
individual cases
As
true representatives of the retired LIC Class I officers, we have
been taking up with the Central Office many individual cases and
also following up with them for redressal. We are glad
to report to our members one such case which was solved on our
intervention amicably. Recently, on a representation made by
us to the CO, at the behest of a DM level Officer of the Odisha
Unit, who Retired in Dec 2019, it was gratifying to note that the
CO responded quickly to sort out the issue, of the Cuttack Division
holding back, a major part of the Retirement Benefits, merely on
some grounds of likely Disciplinary Action. Our writing to the ED
Personnel on this, pointing to the mental trauma, the officer
is undergoing every day, due to their less considerate act, was
quickly followed up by the LIC CO, and the withheld Benefits were
released immediately. Our sincere thanks to the Central
Office.
Working
in unison with the in-service class I Federation
There
was a communication from the Gen. Secretary of the in-service Class
I Federation, Sri Raj Kumar, recently, asking for information about
our various Units all over the Country, to be passed on to their
members, so that both the organisation could work together, making
it a bit easier for canvassing the membership of the retiring
officers
Pension
to resignees:
A
judgment delivered by the Kolkata HC on 17-06-2020 has come to our
notice. This is a judgment which talks about Resignation by
employees of Banks prior to Retirement. It seems to equate such
Resignation with Voluntary Retirement. As of now eligibility for
Pension arises in the case of Voluntary Retirees, but not
necessarily in the case of Resignations. This point became relevant
in LIC too, when recently, a second option for Pension was allowed,
where those who had put in minimum qualifying service for Pension,
had later resigned from service, and were not permitted the option
for Pension. Federation has to take it up with CO.
There
are some enquiries if our Mediclaim covers the pensioners if
affected by Covid 19. While we pray almighty that none of our
pensioners should get affected, the reply is that we are covered.
With Greetings
V
R KRISHNAN SECY.
