Dear Sri Kumar,
You’ll kindly bear with me for this communication, directly addressed to you.
I have sort of reached my wits end, with no response coming back on references made to the MD or the EDs in the CO. You will kindly recall that this was the one single point of ‘TRUST’ that we talked about in our very first meeting with you at CO in July 2019. We had made it clear then, that we were representatives of a group of Retired Officers, and that we could be taken into confidence on matters referred by us to the CO heads, and that, we would be grateful for a response, even if it were only to convey a negative result . You will agree that we cannot be running up to the CO every time, on such matters, to meet you personally to get your response. Why would you then treat us thus, when we pose no threat of any kind, for you to remain incommunicado?
We made references over the last one year or more on :
1. Why Pension cannot be credited on the last working day of the month, as it happens with many Banks including SBI, whose Regulations on Pension Disbursement are absolutely, word for word, the same, by invoking the Power under Clause 55 of Pension Regulations, of the Chairman/CMD to issue instructions, as the Banks have done ?
2. We had asked for extending the limiting Age of 65, as it now obtains, to 67, in fulfilment of the 7 year period of eligibility, for full Pension being paid to family, in circumstances where the pensioner dies early.
3. On the 92-93 Retirees’ matter, I had approached you personally at Ernakulam in May 2019, and later reiterated it, in our first meeting in July 2019. It appeared you were sympathetic to the just cause, but nothing has happened since, and even Sri K P Narasimhan who was part of this group, has passed away without seeing a fair result on this.
4. More recently, the issue of extending the Group Insurance scheme to Retirees, of earlier than 2018, and the VRS optees, in whose case they were initially allowed in, but later, through a Circular that bent backwards, they were also denied the privilege, from a cut-off date fixed far backwards.
We are not including very important pending matters like improvement in Family Pension rate, and the additional Pensions to 80 plus pensioners, because we understand they lie with the Govt.
The important thing is, we should get a sense of being trusted and taken into confidence, rather than, a feeling that we are being taken for granted. After the first meeting with you in July 2019, we somehow felt happy to have a very friendly and responsive person on that No. 1 seat, and our hope was that many of the matters of Retirees which could be addressed in the CO itself would get done during your stewardship. We still would like to believe that this can happen in the period ahead. So, as you will see, this is a crisis, of more than just the issues under reference,that are involved. It is a matter of our Confidence in the system that has been shaken over time.
I would request you to intervene and ensure that the Personnel Deptt., now on, reinstates that confidence and trust in us, which are so important for a meaningful, on-going relationship.
