Friends,
The
Lock-Down stands extended, and all normal things, we usually discuss
in our Circulars have no scope for elaboration, till sanity returns
to National Life. However, the LIC Circular on next financial
year's Mediclaim Policy Renewal, issued on the 13th April, by the CO,
does offer some scope for application of mind. The CO Circular on the
subject is being reproduced here for the information of all.
As
a sequel to this Circular of CO, I have addressed a communication to
the Secretary ER, Smt Aruna Seth, which also is being sent as part of
this Circular.
The
Premium levels have risen uniformly by about 12%, and the Hospital
Room Rent Limit for the 40 and 50 lakh Floater cover category, has
been marginally raised. Apart from these, the CO Circular hardly
makes any departure from the previous year's Terms and Conditions.
One
significant thing about the current National situation is that , it
has pushed to the background all employee matters , including those
of the Banks which had gone almost 95% into clinching terms for
change, before the Virus marched ahead , relegating all matters to a
denuded position. When matters normalize eventually, it remains to be
seen, if the Denominator- values will bring in views, for
discussions on employee benefits, in a different light. Such
has been the sweeping nature of changes that have
overtaken the National scenario on all fronts.
Wishing
all our Members all over the country, a very happy and healthy
(Regional) New Year, which has just started, with Baisaki, Naba
Barsha,
Tamil Puthandu and the Vishu, and any other, not covered by these ,
very recently.

Hope
you recall our meeting in CO, in your cabin, in the presence of Sri
Sanjay Gupta, Asst Secretary (Personnel), when we had gone over to
have a Meeting with the MD Sri Guptaji on the 12th
of Feb 2020. I am now writing to you after receiving the CO Circular
CO/Per/ER-A/247/2020 on Renewal of the Group Mediclaim Family
floater Policy for the year 2020-21.
I
remember how you explained certain aspects in the Mediclaim Rules,
where we had our doubts. One related to the confusion created in our
minds where the Insurance Co. made arbitrary deductions in the Claim
Amount involving cases where, apparently the Room availed in Hospital
was within the Allowable limit, but due to the lack of transparency
about Nursing charges being added to it, the Limit was seen as
exceeded, and consequently a reduction on all charges was effected in
settling the Claim. While discussing this matter, you made it
clear to us that nursing charges cannot affect the Limit of Room Rent
as we had described. Now once again, in the current year
(fresh) Circular issued, the same confusion is carried , as in the
last year (old) Circular.
I am
referring to Page 2 , item 3 where the Room Rent Limits are once
again clubbed with Nursing Charges, which cannot be clear as one
enters a Hospital on admission. That clubbing comes only at the end,
in the Billing process, and suddenly, the person is taken by surprise
about having exceeded limit on Room Rent, and thereby stands to lose
a percentage on his Claim amount as deduction towards Excess on Room
Rent. When I discussed this point with you, you made it abundantly
clear that Nursing Charges will not hamper Room Rent Limits and that
our fears were not well founded on this. You also promised then that
you will take up this aspect with the New India Co and the TPAs and
bring in uniformity in the understanding, over this point. Our fear
now is that we are once again back to square one on this, and we are
in for issues on this as before. I would like you to clarify .
Honestly
we also expected an increase in the Room Rent Limit for C class
cities, given the reality that Corporate type Hospitals even in
smaller places have higher Room Rentals. This has not happened!
When
we made a comparison of premium with that of the last year, we
find that there is a uniform increase of 11.74 % of
Premiums for all ages and all Floater Sum Assured. What is the
background to this increase? Has the Claim Experience of previous
year justified this increase for current year? Or was it some other
factor that caused this increase?
The
Classification of Cities which was part of last year's Circular is
absent in the Current Circular. Is it likely to be sent later?
There
are changes in the TPAs for two Regions and it is not clear to us
whether the Card issued earlier would continue to be valid under the
new TPAs, or whether you are to issue new Cards for such Regions.
