 I read with interest a long article in which the author categorically opines that upgradation is not only viable but is also OBLIGATORY on the authorities concerned  to grant it. I believe it is yet another attempt to boost the sagging morale of the pensioners.Whatever it is I consider it necessary to frankly express myself  in the interests of the pensioners and appeal to them to be practical  in assessing 'obligatory ' part of the author's views. I have always regarded shri CHM as a highly knowledgeable  person  on pension related matters notwithstanding  my strong opinion that his role in running the Hyderabad Association as a seperate  entity by remote control from Chennai is in effect only undermining the unity of  retired officers. It’s been some time since I last came up with a Circular.  One main reason is that we have not had much to report in the interim period between the last one and now. The main purpose of this communication too is to mainly inform you that the dates for the Next General Council Meeting of the Federation along with an Executive Committee Meeting, is being finalized. Yes, the Chennai Association has very graciously agreed to host the two Meetings at Chennai on the dates 18 th  and 19 th  of June 2022.  On Saturday, the 18 th  of June 2022, the EC meeting will be held in the evening, and the following day, Sunday the 19 th  of June 2022, the General Council Meeting will be held for the whole day. All the Executive Committee members, the Office Bearers of the Federation – the President, Vice-Presidents, and the Joint Secretaries – and Special Invitees will be required
