DK—56 Some Developments around …..
1. Wage Revision for In-Service employees
2. Mediclaim premium C.O. circular 07-04-21
Our in-service employees are on the verge of concluding their Revision settlement. It is a very happy thing that at last their matter is reaching a positive end. Today, the 11th of April, the Businessline Finance NewsPaper carries the news in the Front page (Reproduced as attachment for your benefit). It looks like,the settlement in the percentage increase may be around 18.5%, which is more than the 15% hike contracted by the Banks. The Paper says the increase could be between 18.5% and 20%! I do personally get an internal thought that, the somewhat liberal limit of increase, may have something to do with the impending LIC IPO, on which the employees are expressing strong protest. In any case this is a happy development and I , on behalf of the Retired community of Officers, congratulate them on this happy news.
It is , however, interesting to note that the Newspaper talks about the difference between the LIC settlement through unilateral Notification by the Government, as against a signed Agreement with the Bank representatives.
The other matter of information is regarding the LIC Circular on the Terms of Mediclaim contract with New India for the financial year 2021-22. The Circular is quite the same as the one for last year, except a very minuscule reduction in the Premium structure to the extent of 1.017% from the last year. It is quite disappointing to note that the Pandemic situation raging out there in the country over more than the last one year, has not enabled the authorities in the LIC to open their eyes to the realities of increases, particularly in the Hospital Room Rent; And this, in spite of our writing to them well in advance, on the changes in rates in Hospitals all over. Many of you would have gone through the Circular issued by the LIC. However, we are reproducing it here for the benefit of all members.
Quite apart from these things, we at the apex level in the Federation, have been seriously thinking about what approaches to adopt, if and when the Supreme Court does give us a Date for Hearing. We are looking at possibilities, of options on the Senior Advocate we might employ, so that our main point regarding up-gradation of Pension is further strengthened as we present our case before the SC Bench.
Meanwhile, I understand from Sri Anand Tyagi, the Retired Development Officers’ leader, stationed in Delhi, that he had met the FM along with two Members of Parliament, some days ago, and presented our matters on Up-gradation , Family Pension and the Seniors of 80 plus, which she heard. Her reply was that she would ask a consultant to go into these aspects and brief her. Honestly, all this does not add up to anything concrete, in terms of progress. So, we need to be prepared to fight it out in the Court, if nothing happens meanwhile.
As a Federation, we cannot afford to rest on expectations from all such activities, and we will need to be thinking of presenting our case effectively in Court, though the Court itself is an uncertain source, where technicalities of Rules and Law, hold greater substance than the logic of fairness or justice per se. It is in this background that we are making all our attempts to lobby with the powers, who can, given the will, come up with a solution like they did for the RBI Retirees, after over 10 long years of representing repeatedly to the Govt. Meanwhile, we go along working on all possibilities.
