I attach a chart prepared by me showing the degrees of parity
and degrees of disparity in pension in the absence of upgradation
of pension with every wage revision for various generations of
retirees and also as at 1/8/2019.
The
percentage of parity was calculated as on the effective
date of every wage revision by taking the percentage of the
existing gross pension on that date to the gross pension of a
similarly placed retiree who retired in the month of effective date
of wage revision.Such ratios have been given in TABLE A.
The
corresponding percentages of disparity were also calculated
by using the equation: % of Disparity = 100-% of Parity in
pension for each generation as on the various effective
dates of wage revision and such ratios have been given in
TABLE B.
For
Group 1 retirees retired up to 31/7/1992/1/4/1993(in case of
Class I),the minimum percentage of erosion of parity as at 1/8/2019
was 47.8 for Assistant and the maximum was 66.7% for an Executive
Director.
For
Group retirees who retired upto 31/7/1997, the minimum
percentage of disparity was 47.5 for Assistant and maximum
was 58.9% for Executive Director.
The
corresponding minimum and maximum percentages of disparity
for Group 3,Group 4 & Group 5 were
(42.7,45.9),(32.9,38.1), & (15.9,16.4) respectively.
The
percentages as at 1/8/2019 will undergo a change to a lower
percentage once the wage revisions are effected as at
1/8/1997,unless LIC/GOI decides in favour of upgradation of pension
in the meantime or we win our case for upgradation in the
Supreme Court.
The
degrees of erosion in parity are not uniform for all generations on
account of DR anomaly in case of pre-August 1997 retirees and
because of the different degrees of weightage after merger of DA
with Basic Pay at the time of various wage revisions.
Just
as there is discrimination between pensions of similarly
placed pensioners in various wage revisions,there is also a
discrimination in the matter of erosion of parity among the various
generations of pensioners.
The
only way to remedy the situation is upgradation of pension.We may
consider making use of this data while arguing our case in Supreme
Court.
