Reg: Minutes of EC/GC Meetings on 18th and 19th June 2022 at Chennai

Here I go for the last time as the General Secretary of the Federation, giving a brief Report as to the happenings in the Executive Committee Meeting on the 18th of June and the full-fledged General Council Meeting on the 19th of June, at the sylvan settings of the Green Coconut Resort on the East Coast Road, Muttukkadu, in Chennai.

Though the General Council Meeting on the 19th of June was attended by over 60 delegates from all over the country, the Executive committee had only 19 in attendance out of a total strength on record of over 35 members including the Special invitees.. There were no representations in the General Council Meeting from Silchar, Ahmadabad, Bareily , Kanpur, Coimbatore and Mysuru.

The EC Meeting on the 18th of june, started around 6-20 PM and concluded by 8-20 PM, with Sri P P Dhamija , President, in the Chair. After the formal welcome address by Sri K.  Sridhar, President of the host Chennai Association, Sri Dhamija made his Presidential observations on what aspects of the functioning of the Federation should be examined more closely so as to make it more effective in terms of results.

The General Secretary , thereafter presented the highlights of the Secretary’s Report, which had been circulated well in advance, and hence had been gone through in full by the EC members. Senior and seasoned EC members rose to give their valuable views on the different matters covered by the Report. Sri AVP Nair, Joint Secretary from Thiruvananthapuram Assn., made a very detailed analysis of facts and figures to show how the existing Association Units did not present a satisfactory picture in terms of regular enlistments of Retiring Officers into our fold of memberships. Except for about 6 units or so, the others were either stagnant in membership numbers or in fact even dwindling with falling numbers. Sri Gajendra Panda of Odisha Assn. too made valuable additions on this aspect through insightful indicators of enrolment of retiring Officers or even through collections of funds on calls from the Federation. Sri T K Ravindran, Sri B P Rao and Sri O P Vashishth too made out valuable points on Growth of existing Units. Sri Dalal , the Treasurer of the Federation, came out on Mediclaim difficulties caused by the prevailing Rules. He also explained the difficulties faced by the Mumbai Association in getting volunteers to come forward to assume the leadership positions. He also made out the peculiar features of the Mumbai Association regarding lack of growth in the memberships.

In the General Council on the next day, the delegates who were not EC members, were offered the first chance to express views on the Secretary’s Report. Among issues listed by members who spoke, were

1.     Facility for Pensioners for yearly health check

2.     Group Term Insurance for  VRS pensioners

3.     Pension Payment on 1st of the month

4.     Income Tax Exemption Limit to be increased for Leave Encashment Salary

5.     Gratuity increase to be made effective from 1-1- 2016

6.     Dental Treatment to be included under Mediclaim scheme

7.     In-service Federation of Class I to stop taking Life Membership Fee from Retiring Officers

8.     Full Pension Eligibility after 20 years of Service

9.      New Association Units at Patna and Belgaum to be attempted

10.                        Ex-Servicemen who joined service in LIC after the date of the Pension Rules 1995 to be allowed entry to Pension Scheme

11.                        Valuation of LIC’s Pension Fund to ascertain if funds are getting eroded due to wrongful diversion

12.                        Developing closer rapport with Parliamentarians who could take up Pension Up-gradation matter with the Finance Ministry/DFS

After almost one representative from each attending Association spoke, the Secretary’s Report was accepted as passed, with the additions and corrections suggested, being taken into the Report.

The Discussions on the Resolutions sent in advance by the Associations were then taken up. Sri Babu of Ernakulam had moved a Resolution to alter the current deduction practice of Mly Mediclaim Premium amount from Pension, May to April , in 12 equal instalments in order to avoid a sudden spike in April deduction, on account of  raised premium for the new year. Discussions brought out that no advantage would be had by such a shift, and that such spike was unavoidable due to higher Premium. This Resolution was therefore not passed.

Sri Awasthi of Lucknow had listed three Resolutions in all, and the first of them was regarding making Family Pensioners as regular additions to Membership. After intense discussions it was made out that the Association Units had designed different ways of helping the Family Pensioners and such a change at Federation level, by a rule, was not truly called for.

The second Resolution of Lucknow was regarding helping the finances of the Federation by an increase in the per head subscription amount being levied yearly from the Associations, from the current level of Rs 25 to 100. Discussions brought out the difficulties of the Associations on such a rise. Finally a nominal rise of 10 Rs per head per year was agreed upon.

The next resolution from Lucknow Assn. related to creating an additional post of ‘Coordination Secretary’ to address special areas of need like Expansions of the Organization. Discussions brought out that such special positions for special areas had indeed been already created in the Kolkata GC in Dec 2019, and they had been adopted into the Bye-laws already. The current move to create  an additional position could then be taken as utilizing one out of the three posts allowed now under the Bye-laws, though the nomenclature of the post would be slightly different.

A Resolution was also moved impromptu, by Sri AVP Nair of Thiruvananthapuram, to accord the position Of PATRON to Sri G N Sridharan, in view of the long and dedicated services rendered by him to the Community of Retired LIC Officers. Sri G N Sridharan had gone over in the morning session, on invitation, to Inaugurate the GC Meet. The resolution was passed unanimously.

At this stage the Treasurer Sri Ramesh Dalal, placed before the House the Accounts for the three financial year closings of March 2020, 2021 and 2022. After clarifying the points raised by members, the House passed the Accounts of the three Financial year closings. The final item to follow was the Elections where Sri E I Thomas of Ernakulam Assn. was elected President, and Sri S K Awasthi General Secretary. The treasurer elected was R P Singh from Lucknow. Sri O P Vasisht was elected as Secretary Coordination. Sri Prem Dhamija of Delhi , Sri T K Ravindran of Bengaluru and Sri Lal Saudagar of Mumbai were elected Vice Presidents. The six positions of Joint Secretaries went to  Sri A V P Nair of Thiruvananthapuram, Sri V R Krishnan of Chennai, Sri Gajendra panda of Odisha, Sri Sudarshan Basu of Kolkata, Sri Dixit of Delhi, and Sashidhara of Udupi. Two posts of Jt.  Secretaries remain to be filled up. The Posts of 16 EC members were also filled up through the process of election, leaving two to be filled in later. Sri R.Masilamani of Chennai performed the role of the Returning Officer for the Elections.   The list is enclosed.

The Meeting came to a close with a Vote of thanks by Sri V R Krishnan of the Chennai Association.
