Bali705, Sur, Veena Saaz, Thakur Complex,Kandivali (East), Mumbai - 400 101Mob : 9820324213Email Id - npbali@hotmail.comGeneral Secretary : D KrishnanNo.6/1, Sreshta Riverside Apartments,Wood Creek Road, Nandambakkam, Chennai - 600089Tel : 9176635967 / 044 42850049.Email Id - dkrishnan1@gmail.comE circular DK/2 – 2019-21 12-12-2019Friends,Reg: Resolutions of the 10th GC meeting 8-12-2019, at KolkataThe following resolutions were moved in the General Council meeting at Kolkata and they were unanimously accepted by the house.-------------------------------------------------------------------------------Resolution 1 ( Moved by Sri G N Sridharan)This Meeting of the General Council of Retired LIC Class I officers' Federation appeals to the members of the Hyderabad Association to return to our fold, as such a step would greatly bring about unity amongst the Class I retirees and the views/opinions of the Hyderabad members/leaders will be available to the Federation which will strengthen its hands in attempting to solve the serious and genuine problems faced by the Pensioners.Resolution 2This meeting of the General Council of the Federation of the Retired LIC Class I Officers' Associations, while recording its concern over the fact, that the GC Meeting, as a part of past convention is conducted over just one day, suggests that time should be regulated in a manner, that discussions on important matters pertaining to Pensioners are not unduly curtailed. Elections which are part of the Biennial GC Meeting should be conducted in a way that it does not prevent other important aspects of Agenda being taken up as required. Towards this end , some Guidelines for the election process are suggested:
i) Office Bearers:President: Any suitable candidate from any centre -- preference for Mumbai because LIC HQ is at Mumbai.General Secretary: Any suitable person from any centre in India.Treasurer : This post should preferably be from Mumbai, as the Federation Bank Accounts, are in Mumbai.Vice Presidents: 3 as they now existJoint Secretaries : Now 5, but require 3 more members so that important centres have appropriate representation. So, in addition to the present 5 at Trivandrum, Mumbai, Delhi, Kolkata and Lucknow, we will now have Additional Jt. Secretaries for Karnataka, Odisha and Chennai. In total it will be 8 Jt. Secretaries.ii) EC members: Now 15 and the numbers can be increased to 17. It shall be the attempt to spread the representation to cover as many units as possible.There shall be Special Invitees, in order that Experience and Special talents are utilized to advantage. This list will be decided by the President and the General Secretary depending on need, and that list will last for the period of next 2 years ie., till the next Elections in the next GC Meeting.Resolution 3This Resolution from Bengaluru Association seeks the approval of the General Council, for the matter regarding the Payment of Gratuity (Amendment) Act, which received Govt consent for raising the Gratuity amount limit to 20 lakhs , and which came into force, for the Central Govt. Employees from 1st January 2016, but to all other public sector Organizations only from 31st march 2018 , to be followed up with the Appropriate Authorities, to get the same effective date of march 2016 for all.--------------------------------------------------------------Resolution 4This Resolution of the Bengaluru Association seeks1. To ask the leadership of the Federation to ensure fair and balanced spread of representation in the Federation body and2. To suggest to the Federation leadership to present before the General Council the Statement of Accounts passed by the Executive Committee in the interim period of one year before the current General Council.(Incidentally both these have already been remedied in the course of this General Council Meeting itself)Resolution 5This Meeting of the General Council recommends Special positions being created to take care of specific needs of the Federation in different areas of specialized activity. Accordingly it is hereby proposed that three higher level positions (equivalent to, say, Vice President) ofCo-ordinators' are approved to take care ofi. .Expansion activity -- both unit level, and individual member level;ii. Legal activities at Delhi -- both HC and SC;iii. For liaison with LIC at Mumbai.iv. Their Expenses of Travel, stay etc, where needed, will be met from the Federation Account. These will not be mere additional higher level posts, but will be created only if such worthy members are available for filling the special posts. The President and the General Secretary will be given the responsibility of spotting such talent and nominating them as 'Co-ordinators' in the three areas specified.v. These are function-specific posts and continuance of such posts, depending upon need, will be subject to review at General Council Meetings of future.This Resolution is an enabling provision for the Federation leadership to create function-based positions to make our efforts more effective in terms of Results.Resolution 6.This 10th Biennial General Council Meeting of the Retired LIC Class I Officers' Federation, hereby records its deep sense of loss and sorrow on the demise of Sri R Rajagopalan , who passed away at Bengaluru on the 3rd of Sept 2019 at his age of 82.His Death marks the end of an era as far as the Federation of Retired LIC Class I Officers are concerned. His extraordinary commitment to the cause of the Retired LIC Officers, and his remarkable gesture of not only not passing on his travel and stay expenses, on to the Account of the Association, or the Federation, which he was genuinely entitled to pass on, and standing beside the Bengaluru Association like a Rock , in terms of supporting the Expenses of the Association, in a most liberal way, made him a great pillar of strength for the entire body of the Reired LIC Officers.His sharp Legal acumen, as a practising High Court Lawyer, was indeed a huge asset to the Federation, and his absence now, is posing a big challenge , when our Court Cases, both at Kerala HC and the Supreme Court, are in a critical stage.This Meeting of the Federation General Council, bows in gratitude, to a man, who unstintingly stood by the general cause, as if it was his own. May his Tribe increase.Resolution 7This Meeting of the 10th Biennial General Council of the Federation of Retired LIC Class I Officers, hereby Records its deep sense of Appreciation to the Kolkata Association , to its Leadership, and its general Members, for the excellent manner in which arrangements were made, for stay of visiting Delegates, their food, and the conference Hall, to make it one of the most memorable General Council Meetings of the Federation in its 20 year history. Appeal by Sridharan G.N 6:02 PM (13 minutes ago) FAITH AND PRAYER deserve to be considered as one of the weapons to fight the virus menace. It is not without purpose that even the Westerners believe in the old dictum - 'many things are wrought by prayers'. Gandhiji said that the tenets of Hindu religion and faith has universal application .Our ancient texts do prescribe prayers as a panacea for all human ailments. For instance in Mahabharata - vide Dwadasa nama pancharam an appendix to Vishnu Sahasranamam - a sloka in the words of Bishma pitamah runs as follows: "Achyutha,Anantha,Govinda namocharana beshajath nasyanti sakala rohath ,Satyam satyam vadhamyaham" That is, he swears that uttering the various names of the Lord will cure a person of ALL his diseases.In another sloka it is said that even water from holy Ganga can be good enough a medicine (oushadam) if only we believe the Lord (sriman Narayana) as the doctor.(vaid...
