Ref: Health care schemes for pensioners....Domiciliary Medical expenses.
We thankfully record at the outset that the existing medicalim scheme proiding cover against hospitalisation is no doubt of immense assistance for the LIC pensioners especially with the present features of premium-subsidy and proision for floater coer. IT IS HOWEVER A MATTER OF REGRET THAT OUR REPEATED REQUEST FOR RELIEF AGAINST INCREASING DOMICILIARY MEDICAL EXPENSES HAVE NOT EVOKED ANY RESPONSE FROM THE CORPORATION TILL DATE.
WE NEED NOT POINT OUT THAT PUBLIC VIEW INCREASINGLY INDICATE THAT EXCLUDING 'DOMICILIARY TREATMENT AS 'ANTI-CONSUMER' AND THERE HAE BEEN SHARP PUBLIC RESENTMENT, IF NOT CRITICISM, ON THE ATTITUDE OF GENERAL INSURANCE COMPANIES ON EXCLUSION OF COER, PARTICULARLY OF DOMICILIARY MEDICAL TREATMENT THOUGH THERE HAVE BEEN INSTANCES OF EXTENDING THE COVER FOR DOMICILIARY EXPENSES IN THE RECENT PAST UNDER CERTAIN CONDITION UNDER THE NORMAL MEDICAL INSURANCE POLICIES ISSUED BY INSURER. PRINT MEDIA HAS BEEN PUBLISHING SEVERAL INSTANCES OF WRONG REPUDIATIONS LIKE
A) A COMPANY REPUDIATING A CLAIM ON THE GROUND THAT FRACTURE DOES NOT REQUIRE HOSPITALIZATION
B) ANOTHER COMPANY REPUDIATING CLAIM FOR EXPENSES ON BLOOD TRANSFUSION BECAUSE WAS NECESSITATED ONLY BY A PRE-EXISTING DISEASE ETC.,
SUPREME COURT JUDGEMENT HAS ALSO REPORTEDLY HELD THAT OBLIGATION OF GOOD HEALTH APPLIES TO INSURERS AS WELL.
LIC BEING ITSELF A GLOBALLY RENOUNED INSURER SHOULD TAKE THE LEAD TO MAKE AVAILABLE AT LEAST FOR THE OLD RETIREES THE BENEFITS OF HEALTH CARE OPERATIONS BY SOME METHOD. IN FACT IT MUST BE KNOWN SURELY TO LIC THAT THE PENSIONERS OF SOME OF THE PUBLIC SECTOR BANKS WERE GIVEN THE OPTION TO BE COVERED FOR DOMICILIARY EXPENSES ALSO IN ADDITION TO HOSPITALISATION COVER, ON PAYMENT OF SMALL ADDITIONAL PAYMENT OF PREMUM WITH SOME CONDITIONS APPLYING AND IN SOME BANKING ORGANISATIONS CASH REIMBURSEMENT IS IN VOGUE.
IN THE CONTEXT OF PREVAILING SITUATION AS DETAILED ABOVE, WE ARE NOT PRESENTLY SEEKING ANY INSURANCE COER FOR DOMICILIARY EXPENSES AND WE WOULD LIKE TO POINT OUT THAT OUR REPEATED REQUEST IS ONLY A SIMPLE ONE AIMED AT MAKING A BEGINNING OF LIC IN THE CASE OF PENSIONERS BY INTRODUCING AT LEAST A MONTHLY CASH ALLOWANCE AS SOME BANKS HAVE ALREADY DONE WITH OR WITHOUT INVOLVING THE GENERAL INSURANCE INDUSTRY. KINDLY BEAR WITH US IF WE POINT OUT THAT REIMBURSEMENT OF MEDICAL EXPENSES (WHEN NOT REQUIRING TO BE ADMITTED IN THE HOSPITAL WHICH HAS THE TREND OF INCREASING DAY BY DAY SHOULD BE CONSTRUED AS A WELFARE MEASURE FOR SENIOR CITIZENS WHO HAD CONTRIBUTED TO THE BUILDING UP OF OUR ORGANISATION IMMENSELY AND NOT VIEWED SOLELY FROM THE "COSTS" ASPECT AND WE TRUST THAT THE SMALL BENEFIT SOUGHT BY US FOR THE AGED PENSIONERS WILL RECEIVE DUE CONSIDERATION.
