My brethren of the Retired Officers' community,

It is with a touch of trepidation and ample humility that I venture forth to greet you all from the seat of the General Secretary of the Retired LIC ClassI Officers' Federation, so far occupied by a leader of legendary proportions, who had the monumental Record of serving the Officer Class of LIC for over 18 years in the in-service Federation as the General Secretary, and again in the Retired ClassI officers Federation as Gen Secretary for nearly 10 years. His vast experience and Knowledge of matters relating to the Officer Class and Legal acumen due to his Legal Practice for around 26 years as Advocate in the High Court of Madras, had made him a great Resource Person and a redoubtable Leader.  Time marches relentlessly on , and for the best of us,  there comes a stage when changes just overtake us. So it was with this great leader too, and it was with some reticence and doubt that he shed his identity of long-standing, as the Gen Secretary of the Retd. Class I Federation. His spirits and Enthusiasm to serve, had not diminished, and it was the others who, due to his age, felt that the Bradman of the Class I leadership had to be rested though he still held the 'bat' firmly in his hands. That then, friends is the story of how a water-shed moment came up in the Biennial  General Council Meeting, held in Mumbai on the 8th of Dec , of the Federation making a big cross-over change in the active stewardship of the Federation leadership.


 I have, with some fear and doubts in mind, taken over the onerous responsibility of jumping into the Big shoes of our great Leader with my small feet. Invoking the Blessings of Sri G N Sridharan our  outgoing Leader and,  With the help and support of all of you, I believe I may yet live to see better days in the onward march of the Fortunes of the Retired Officers of LIC.
Here are some highlights of the points that came up for Discussion in the G C on the 8th of Dec. 2017.:


1. Sri N P  Bali in his Presidential Address, set the tone for the discussions by putting his finger primarily on three things for the Federation. These related to Organisational Expansion so that we could be a stronger force , Steering Court Cases for effectiveness and success ,and Strengthening the Finances of the Federation which were now at an all-time low.


2. The General Secretary Sri G N Sridharan then presented his Report which among other things covered the general situation in the country both political and economic, efforts made by the Federation in getting improvements in Mediclaim, and making fresh Demands on the LIC for covering Domiciliary Treatment etc. He also referred to the ongoing litigation on Removal of DR anomaly and Up-gradation of Pension. He also pointed out that the long pending grievance of the 92-93 Retirees, which had won the point in the M C Jain case, is now being fought for once again, in courts, for the LIC to grant the principle to all similarly placed Retirees.
3. In the discussions that followed as many as 18 speakers came up to express their view points. What was essentially a discussion on the Gen Secretary's Report turned into a wider canvass where the speakers touched upon :
(a) Mediclaim Limits, Witnessing of Existence Cert by Office bearers of the Assn of Retired Officers;
(b)Vigorous involvement of some Assn Leaderships in working for Collections of Dues of Amts from members, to working assiduously for Organisational Expansion and opening of newer units;
(c) more concerted and collective action from Federation Leadership to obtain Results for the Retired Community of officers;
(d) Developing better liaison with the LIC Management to obtain benefits of re-imbursement for Domiciliary treatment. Eg of RBI scheme of Group Cover for Domicilary Treatment was quoted.
(e)Observations on Gen Secretary's Report reg general matters in the National scene;
(f)Suggestion for one month's Ex-gratia Pension on Death;
(g) clarification reg applicability of Interim-Relief sought from SC- whether it applied to post 97 group as well;
(h)membership for the fedrn on the Pension Board, IRDA Advisory Council, Board of LIC;
 (i)On Finances, where the Federation  Expenses in the year far exceeded the Income, the Fedrn sub-committees' Report that the Travel expenses of Delegates hereafter, will need to be borne by the respective Assns they represent, was placed before the House and accepted.
 (J) Strong suggestions came on Family Pension, where , as of now, what the widow of the deceased officer would get is a very low percentage of the Pension amt, which did not permit an independent and dignified existence for her .
(k) discussions on Family Pensioners led to the decision that the Family Pensioners could be represented in our Associations as Associate Members, though some Assns had already implemented this aspect.


(l) discussion on organisation development touching upon the new Associations in Karnataka, coverage in Kerala and prospective Units


4.The Gen Secretary responded to the re-actions of members on his Report and clarified on certain matters. Later with members insisting on a few of the suggestions being incorporated in the Report, the President ruled that the additions would be made as suggested. The Report was Passed  with the alterations to be effected.


5.The Treasurer presented the Accounts for the two Years after the Last Gen Council Meeting. He stressed that one reason why there was pressure on the Finances of the Federation was that the Dues from Assns as they ought to have been are not forthcoming. This meant that collections of Dues at Assn Levels were to be activated. The Accounts were also Passed by the House as accepted.


6.The Resolutions Tabled by the various Assns were then  taken up. There were 3 Resolutions on creating new posts of either Co-ordinating Secretary or Organising Secretary taking up responsibilities of Expansions or Co-ordination as the case may be, and a third one suggesting additional Joint-Secretary posts, with specially designated functions . A lot of animated discussions and debates were there on these , but finally it was decided by the President that these 3 Resolutions would be kept in abeyance. There were also other Resolutions suggesting changes to Bye-laws, whereby  the General Council Meet would be for more than a Day, and towards enhancing the Financial strength of Fedrn. , increase the subscription per head to Rs25 per year in place of the present rate of Rs 15.Final position on these would be communicated to the Member Associations in due course. Last , but not the least, One Resolution was to Place on Record the magnificent arrangements made by the Mumbai Assn for the Gen Council Meeting.


7. The Last item was the Elections to the posts of the Fedrn Office-bearers and the EC members and Special Invitees and Legal committee members. The Doyen of the Fedrn. Sri Nerurkar, who was the Vice-President from Mumbai, had announced his intention to step down due to health reasons, was succeeded to his Post by Sri Pathak who was till now Joint Secretary. The General Secretary Sri G N Sridharan made way for a new face, Sri D.Krishnan from Chennai,  who is now the Gen Secretary of the Fedrn.Sri E I Thomas Vice President from  Ernakulam made way for Sri T J Simon of Trichur. In place of KGG Nair from Thiruvanthapuram who was retiring on age/health grounds, was replaced by sri  A V Prabhakaran Nair of Thruvananthapuram. Sri Dalal was retained as Treasurer and Sri R B L Vaish of Mumbai, was appointed Auditor for the next two years. There were also some changes to the other Committees  and the Full list of the various Office Bearers and the Executive and other committees will follow.


8. The Mumbai Assn hosted a Dinner in the evening in honour of the visiting Delgates and with that the 9th Biennial Gen Council came to a conclusion.
